Licínia Simão, PhD in International Relations, is assistant professor at the School of Economics, University of Coimbra, teaching in International Relations, and researcher at the Centre for Social Studies. Since December 2018, she is on official duty as a staff member in the office of the Portuguese Minister of Defence.
Among the processes she has coordinated as advisor to the Minister of Defence are the creation of the Office for Equality of the Ministry of Defence, the creation of the Committee for Cyberdefence, the elaboration of the National Cyberdefence Strategy, of the Defence Space Strategy and its Action Plan and she was a member of the working group developing the basis for a National Defence Strategic Concept. She is responsible for accompanying the Institute of National Defence and the main responsible for the political communication at the Minister's Office. She integrated the team at the Minister's Office for the Portuguese Presidency of the Council of the EU in 2021, particularly focusing on maritime security, hybrid threats and environment.
She has several academic publications in national and international editors as well as indexed journals and she was visiting researcher in Ottawa and Brussels. She is an auditor to the National Defence Course and is a member of several reflection groups at the National Defence Institute, namely dealing with the Atlantic and National Strategy.
