​​The CAIH will take the form of a private non-profit association, oriented towards the pursuit of the public interest, to be governed by the ruling principles of its statutes.

This framework will allow the adoption of flexible modalities of relation or association with other entities and institutions, national and international, including the European Union Permanent Structured Cooperation (PESCO), around the following points:

​i. Implementation of an entity capable of pursuing the public interest recognized by a public authority;

ii. Obtaining certification/accreditation as a national and international ET&E facility;

iii. Participation as a member or observer in international organisations relevant to the scope of its activity, namely, as an example, CPLP, 5 + 5 initiative, EU, NATO and OECD.
