Frank Mattheis

Frank Mattheis is a research fellow at the United Nations University Institute on Comparative Regional Integration Studies (UNU-CRIS), where he coordinates a research cluster on regional governance. His work deals with dynamics of regional integration in Africa, Europe and Latin America, as well as with the interactions between supranational institutions. Previously, he held academic positions at the Leipzig University, the University of Pretoria, the Université libre de Bruxelles and the University of Freiburg. He received his doctoral degree from Leipzig University and regularly provides advice to multilateral and regional organisations.

Frank Mattheis é investigador do United Nations University Institute on Comparative Regional Integration Studies (UNU-CRIS), onde coordena um grupo de investigação sobre governança regional. O seu trabalho aborda dinâmicas de integração regional na África, Europa e América Latina, bem como interações entre instituições supranacionais. Anteriormente, ocupou cargos académicos na Universidade de Leipzig, na Universidade de Pretória, na Université libre de Bruxelles e na Universidade de Freiburg. É doutorado pela Universidade de Leipzig e presta consultoria regularmente a organizações multilaterais e regionais.

Title: Maritime Regional Security Mechanisms in the Atlantic: A Comparative Study

Abstract: Why do regional organisations in the Atlantic establish and diversify regional maritime security mechanisms, despite a persistent lack of implementation and pan-Atlantic integration? The project addresses this key problem by comparing the main regional organisations in the Atlantic space with respect to their maritime security strategies and practices. Using a comparative regionalism lens allows for a holistic understanding of the formation and fragmentation of regional maritime security mechanisms and maps out the drivers for their creation and institutional design. Beyond the scientific aims, the project also provides insights for an enhanced performance and coordination among existing regional mechanisms, thereby more effectively preventing the violent escalation of security threats in maritime spaces such as the Gulf of Guinea. The project will feed data into the existing Regional Integration Knowledge System, provide capacity building to maritime security practitioners and support the creation of a network of analysts, officials, civil society, scholars, and development partners in the framework of the Atlantic Centre.

Título: Mecanismos de Segurança Regional Marítima no Atlântico: Um Estudo Comparativo​

Resumo: Por que é que as organizações regionais do Atlântico estabelecem e diversificam mecanismos regionais de segurança marítima, apesar da persistente falta de implementação e integração pan-Atlântica? O projeto aborda este problema-chave ao comparar as principais organizações regionais no espaço do Atlântico em termos das suas estratégias e práticas de segurança marítima. A adoção de uma perspectiva de regionalismo comparativo permitirá uma compreensão holística da formação e fragmentação dos mecanismos regionais de segurança marítima e ajudará a mapear os fatores considerados mais decisivos na sua criação e desenho institucional. Além dos objetivos científicos, o projeto pretende também fornecer insumos para um melhor desempenho e coordenação entre os mecanismos regionais existentes, evitando assim de forma mais eficaz a escalada violenta de ameaças à segurança em espaços marítimos, tais como o Golfo da Guiné. O projeto irá ainda proporcionar novo conteúdo para a plataforma Regional Integration Knowledge System​, fornecer capacitação para profissionais de segurança marítima e apoiar a criação de uma rede de analistas, funcionários, membros da sociedade civil, académicos e parceiros de cooperação para desenvolvimento no âmbito do Centro do Atlântico.

​​​II Course on Maritime Security: ​Frank Mattheis participated in the Atlantic Centre’s II Course on Maritime Security, focused on “Maritime Security and Human Security”. He was a keynote speaker on “Maritime Governance and Human Security”, with a presentation focused on the challenges of maritime regional security governance.
The II Maritime Security Course took place in Terceira Island, Azores, from the 17th to 20th of May. It was organised by the Atlantic Centre, in partnership with the Portuguese National Defence Institute (IDN), the NATO Committee on Gender Perspectives (NCGP) and the Ministry of Defence of Cameroon. 

 Frank Mattheis participou no II Curso de Segurança Marítima do Centro do Atlântico, centrado na "Segurança Marítima e Segurança Humana". Mattheis foi keynote speaker sobre " Maritime Governance and Human Security", com uma apresentação centrada nos desafios de governação da segurança marítima regional.
O II Curso de Segurança Marítima teve lugar na Ilha Terceira, Açores, de 17 a 20 de maio. Foi organizado pelo Centro Atlântico, em parceria com o Instituto da Defesa Nacional (IDN), o Comité para a Perspetiva de Género da NATO (NCGP) e o Ministério da Defesa dos Camarões.

​​​Frank Mattheis was a moderator at the event “European actors and the transformation of regional security governance in Africa" that was held in Brussels, on 28 and 29 of April. The event was organized by the Institut d'Études Européennes of the Université Libre de Bruxelles (ULB), in partnership with the Institute for Comparative Regional Integration Studies (UNU-CRIS) of the United Nations University.  The aim of this event was to facilitate a debate about the dynamics of regional security governance in different parts of Africa in the context of the evolving multi-faceted relationship between European and African actors.

 Frank Mattheis foi moderador no evento "European actors and the transformation of regional security governance in Africa" que se realizou em Bruxelas, nos dias 28 e 29 de abril. O evento foi organizado pelo Institut d'Études Européennes da Université Libre de Bruxelles (ULB), em parceria com o Institute for Comparative Regional Integration Studies (UNU-CRIS) da Universidade das Nações Unidas.  O objetivo deste evento foi facilitar um debate sobre a dinâmica de governação da segurança regional em diferentes partes de África, no contexto da evolução da relação multifacetada entre atores europeus e africanos.
